Kaarten Deno v0.2.1

Fixes:

- Automatically init a new database by passing a non-existing file as a
  param
- Exceptions are no longer raised for any flag being passed an empty
  database
- Tool will automatically add required csv header if it does not exist
  at the top of the file
- Updated version number on --help

Binaries are built for Windows and Linux
