Add sy#util#get_signs() function

This provides a unified interface for getting placed signs, modeled
after sign_getplaced().  When sign_getplaced() is available, it is used,
otherwise we fall back to manually parsing the output for ":sign place".

Defer VCS detection when too many jobs are running

In cases like using `:cfdo`, many buffers may be quickly visited, thus
starting lots of VCS detection jobs.  This can lead to the (n)vim
process having too many open files and all the detection jobs noisily
failing.

Limit VCS detection to 50 concurrent jobs to mitigate this problem.
Since `b:sy` is not being set when detection is deferred, the next visit
to the buffer will still run VCS detection.

Nvim: allow to jump to the :SignifyHunkDiff window

If you open the floating window via :SignifyHunkDiff, you can now jump to it via
<c-w>w and friends.

The floating window will be closed when switching back to the original window.

Add User event "SignifyHunk"

By hooking into that event, you can show "Hunk [3/15]" (third hunk from a total
of 15) in the command-line, when jumping between hunks with [c, ]c and
friends.

See `:h signify-mappings`.
