Bump TDA version

Newer versions of the CLI provide a different format for the basis,
breaking this older version of TDA when it tries to add-lib.

Add nREPL support

This improves the experience for ClojureScript users within the rebel
environment.  For example, you will get completion in the REPL started
by Figwheel-main.
