Fix missing style on code block

Re-write frontend using Tailwind CSS

Tailwind allows for more flexibility than Bulma, so this commit moves
to using Tailwind instead of Bulma. It changes the templates as well as
the build pipeline. Hopefully the result is more pleasing to the eye
than the old bright green banner.
