Duckie Centralized Operations - Worker

This serves a web application on a specified port and listens for authenticated requests from Duckie Centralized Operations. Depending on the request, it will do one of the following:

1. Send a heartbeat ACK
2. Rehash the IRCd (by sending SIGHUP)
3. Create an operblock config file in the IRCd config directory

Periodically, (at a configurable interval), it will send SIGHUP to the configured IRCd pidfile.
