benice-setup now search for benice executable in PATH and use it as target
when creating symlinks in /usr/local/benice.

Fix syscall error checking when applying scheduler policy and ionice class and
priority.

Fix setting of capabilities for benice executable in Makefile.

Improve error messages by using std.log and strerror.
